The current status should prevent new datasets from being allocated. You could have issued V SMS,VOL(volser,ALL),DISABLE,NEW for each volume instead of changing the source control dataset and activating it. Of course, you would need to remember that you dynamically changed the status of the volumes if you needed to make a change to the sms configuration (ie. change in acs routine(s)).
