I haven't looked into this for a long time, but I don't think VTAM and TCP/IP USS processing support extended attributes. The best you can do figure out which 4 colors you emulators use to map the basic attribute combinations (normal/intense, protect/unprotect) and set those field attributes in your USS tab.
