I think it depends on the logmode of the LU:  If an SNA logmode, then
SCS; else 3270 datastream.  But this may be over-simplification (what
about line-mode, LUTYPE0, etc.).

I thought that "by definition" the USS messages under discussion
originate at the SSCP.
