I received a response from the main e-mail contact in the redbook.  I have 
to admit to being a bit dismayed. I am having trouble removing the 
crow-flavored aftertaste from the pie I just consumed.  But undaunted, I 
shall "endeavor to persevere". 

The response was "For now, you cannot order IHS Apache without having a 
license for WAS on z/OS.  A "J" FMID may not be ordered or installed 
without the required "H" FMID.  In this case, the "H" FMID is for WAS."

So while it is possible to run APACHE on z/OS ( 
http://people.apache.org/~trawick/apache-2-on-os390.html ), the IBM HTTP 
server powered by Apache for z/OS is a $$$ item.
