I would say *NO*, it is not really an advertisement. It's more like a
"FOR YOUR INFORMATION". 

Advertising generally expects some return on investment. Clearly stated,
"There is no tuition fee for this workshop" sets the expectation that
IBM is not doing this for educational revenue. 

Well, that's my two cents. Spend it wisely. :-)

On June 18 and 19, 2008, IBM will be offering a security-related
workshop
entitled "PCI Security Compliance with z/OS Communications Server and
System
z." This two day workshop includes both lectures and hands-on lab
exercises,
and you will receive written course materials to take home for reference
and
further study.

There's been a lot of discussion here about meeting PCI (Payment Card
Industry) security standards. (It's a common challenge many of you are
facing.) If you play a role in helping your company meet those
standards,
then this workshop would be an excellent learning opportunity. (The
workshop
is also open to IBM partners.) There is no tuition fee for this
workshop,
although you will need to fund your own travel expenses. Day 2 ends at
3:00
p.m. so that many of you will be able to catch late afternoon/early
evening
flights back home.
