A storage leak of that nature can be an indication of a problem in
Websphere or the application itself. If your developers have run out of
options trying to debug it, check for APARs against Websphere, or open a
PMR.

Well, how about severe storage leaks in all the 'new' stuff? (Like Websphere application server, java)? We regularly IPL those lpars once a week to get them to clean up their storage. Has reduced the out-of-storage abends....
