The only ones *I've* ever been aware of are:

SMS, which is supposed defined prior to JES (but I've been at plenty of shops
that didn't do it that way).

Sun/STK's SMC being defined after tape management subsystems like
CA-1 or TLMS as David pointed out (HSC doesn't matter anymore since
SMC does the allocation).  

MIA (MIM allocation) being defined after SMC.

The ones that may matters most (as I'm sure you know) are the subsystems 
looking at console messages. Netview SSI, other automation software.
