It appears that the intent of the JavaScript is to redirect to the URL http://www.cbttape.org/index.html That address appears to work without JavaScript being enabled.
I think that there is also an intent to automatically redirect to that address when JavaScript is not enabled but I think that there may be some kind of structural error in the HTML.
