This isn't an answer to the question you asked, but it's an answer to one you almost asked. There are serveral companies that make servers that essentially provide multiple users view a single console. IO/Concepts is the one I'm familiar with, but think there are others. The IO/Concepts server includes a Tn3270 for each MVS image it supports, and provides a workstation client to interact with the server. It also provides the ability to combine data from multiple consoles (under control of display filters) on a single display. Typicallyoperations uses the combined displays; system programmers use the single displays. It actually allows input from the clients, too, but there may be a way to disable that. Allowing multiple users of a console's keyboard obviously poses some coordination problems, but it is very useful if all users are on a conference call so they can do the needed coordination.
