We are looking to deploy a number of 'information only' consoles using PC's and suitable TN3270 client software and the ICC. Of course, PC's fail and just disappear. With full function consoles on a 2074 or Visara controller, this can cause console buffer shortages.
This is not my experience with Visara SCON 22-L. If the TN3270 client "disappears", the console keeps going from the host's perspective. If the console is rolling messages, they keep rolling.
Also, with current releases of z/OS, a so-called console buffer shortage is no big deal. It simply stops queuing messages to the "problem" console.
The problem with SMCS is that each client needs its own host console. With the Visara support we use, many TN3270 clients can share a single console. I have no idea how ICC works.
