I believe that what Peter was saying is that in his area in the BCP, they rarely send ++APAR's to customers that don't contain the same ++MOD statements and text that the fixing PTF also will contain. In other words, they find and correct the problem, then they build the impacted modules and build a PTF to hand over to system test. Then the reporting customer will be contacted to see if they are willing to implement the fix in order to verify that the fix does satisfy the customers situation. If the customer agrees, an APAR is created with the same replacement modules, and the PTF is updated to sup the APAR (or the PTF is generated with SUP cards in case an APAR is built). He was commenting on the process used by BCP development and support to produce APARs, not the official definitions of what an APAR is or isn't.
