There are also those unfortunate (and luckily rare) situations where the first APAR fix is replace by another, and another, ... before the problems are resolved. In these cases application of the APAR fix is crucial if PEed PTFs are to be avoided. Assuming this is not a case of an incompenent change team, these are not simple fixes to simple problems, and (like it or not) the customer becomes an important part of the change team's quaility assurance process.
