As someone stated, the primary need to run it on z/OS UNIX is DATA. I don't want to run it on another LPAR - this is almost the same as running it on PC. Same system means same access to data.
Regarding to your "dream" - I would enhance it:
since z/OS is maintained by IBM, the IBMers should do the work. Tons of work? Yes, but implementation of z/OS UNIX (especially for some guy: we call it USS <vbg>) was much bigger project.

Enhancement #2: IFL.
USS should work on IFL or zIIP or zAAP...even ICF.
Yes!
It is hard to convince anyone to run anything on "zLinux" - because of price. But it is even harder to convince anyone to spend money on mainframe HW and then pay MLC bills for software.
Ask IBMers how often TSM server is on z/OS nowadays. And why.
