Guys, Thanks for all your responses, I'll try to respond to all the queries here.
The z/OS system in question is indeed a guest of the VM system we want to submit JCL to it from. (Does that make sense?) We don't have RSCS, and don't want to license it just for this. We're running the guest for a client, and I've just been told they don't want us to make any changes to it, so defining a reader is out of the question. Looks like this has been a bit of a waste of time. Sorry all.
