What version did you upgrade from?  There were changes in z/OS 1.6
that you would have to make.  You probably added SYS1.SIEALNKE to
the LNKLST, but it has to be set up as program controlled in RACF 
(or equivalent).  Review the migration manual for details and any
other steps you have have missed.
