So I can use i.e. device 100 as console on each LPAR, but it is different device on each of them! So I could use such defined devices as MCS consoles as well as NIP consoles! Couldn't I?
That would seriously reduce complexity of my ICC setup.

However it seems weird for me: each MVS has UCB related to one(?) UCW in HSA. In fact there are several devices in CU (CUs). I don't feel it...

Seems weird. But, I wouldn't do it any other way. Use the same device numbers on every LPAR. The IOCP "deck" comes out looking something like this (in this case five LPARs):

CNTLUNIT CUNUMBR=0600,PATH=((CSS(0),0C)),UNITADD=((00,032)),
     CUADD=0,UNIT=3174
IODEVICE ADDRESS=(600,032),MODEL=X,CUNUMBR=(0600),STADET=Y,
     PARTITION=((CSS(0),MVS60)),UNIT=3270
CNTLUNIT CUNUMBR=0601,PATH=((CSS(0),0C)),UNITADD=((00,032)),
     CUADD=1,UNIT=3174
IODEVICE ADDRESS=(600,032),MODEL=X,CUNUMBR=(0601),STADET=Y,
     PARTITION=((CSS(0),MVS70)),UNIT=3270
CNTLUNIT CUNUMBR=0602,PATH=((CSS(0),0C)),UNITADD=((00,032)),
     CUADD=2,UNIT=3174
IODEVICE ADDRESS=(600,032),MODEL=X,CUNUMBR=(0602),STADET=Y,
     PARTITION=((CSS(0),MVSA0)),UNIT=3270
CNTLUNIT CUNUMBR=0603,PATH=((CSS(0),0C)),UNITADD=((00,032)),
     CUADD=3,UNIT=3174
IODEVICE ADDRESS=(600,032),MODEL=X,CUNUMBR=(0603),STADET=Y,
     PARTITION=((CSS(0),MVSB0)),UNIT=3270
CNTLUNIT CUNUMBR=0604,PATH=((CSS(0),0C)),UNITADD=((00,032)),
     CUADD=4,UNIT=3174
IODEVICE ADDRESS=(600,032),MODEL=X,CUNUMBR=(0604),STADET=Y,
     PARTITION=((CSS(0),VM80)),UNIT=3270
