It's always a challenge to look up an error code that appears to have evaded
documentation. It was then something of a shock to discover that I was
responsible - if not for documenting it originally - for bringing the
documentation to the attention of an interested party.

The list most favoured by folk working with the Communications Server IP
component and similar z platform products is IBMTCP-L. Back in December
Ralph Schweitzer reported a problem involving one of these codes, 302C, that
is actually documented. Marcel Schmidt replied mentioning an APAR OA25064.
For a reason that I must have understood better at the time, I also replied
and quoted a set of "new" error codes. It was this post which I found with my
Google for "osa 3150 ibm dlc"!

APAR OA25064 consists of a package of development "fixes/enhancements",
specifically including D144571:

...

This defect includes a publication change. To z/OS Communications Server IP
and SNA Codes (SC31-8791-08), Chapter 3, Data Link Control (DLC) status
codes, add the following:

...

X'3150' Wrong Portname

Explanation: An attempt was made to activate an OSA-Express port in QDIO
mode. The Portname for this activation attempt did not match the Portname
already assigned to this port by a previous user. All z/OS users of that port
must activate with the same Portname.

Actually, since the code was missing in the IP and SNA Codes manual, my first
thought was there may be an APAR which has introduced it. Unfortunately I
appear not to have managed to compose the right search keywords to identify
the APAR using the IBM web pages search box - but Google came to the
rescue.

Just to show that my instinct that it was an APAR should have worked, I
retried with "OSA 3150" in the IBM web pages search box and the 7th hit out
of 7 was indeed APAR OA25064. I think my earlier mistake must have been not
removing the "8010".

Incidentally, if you're seeing the code you must have the APAR installed so,
presumably, you - or your SMP colleague - should have this APAR
documentation to hand.
