If you use BLKSIZE=0 in your JCL you should be achieving that.

BLKSIZE=0 is *not enough* for tapes (in general).
See BLKSZLIM in DD and DEVSUP parameter. Last, but not least is the application, i.e. IEBGENER PARM='SDB=INPUT|SMALL|LARGE|NO'

For 3490E tapes optimal blocksize is maximum one, which is 64kB.
For 3590B,E,H and 3592 it is 256kB.

I was told that physical block size on the tape is not necessarily equal the logical one - that means transmitted from MVS image. In other words tape drive controller can reblock the data as needed. Remember about compression - 256kB block from MVS is usually smaller on the tape!
However it is still worth to use optimal block sizes.
