Being the shop in question, and the originator of this thread, I just thought 
I'd 
mention that we are going to globally (for non-VSAM files) specify BLOCK 
CONTAINS 0.  This includes SYSIN and SYSOUT files where BLOCK CONTAINS 
0 means even less.  But who wants to go through the pain of figuring out 
what files are SYSIN and SYSOUT files and what files are not.

Which is why I wanted to be able to eliminate BLOCK CONTAINS 0 and have 
that as the default behavior.  Ah well.

By the way, any pointers on how to submit a "marketing requirement"?  VSE 
actually has a "submit a requirement" web page (https://www-
03.ibm.com/servers/eserver/zseries/zvse/contact/requirement.html).  Does 
z/OS have anything similar?
