Not at all.
There are at least two device types -- tape and disk.
And, I can convert to either without re-compiling.
That is device independent.
IMHO more definitions of the "independence" can be formulated.
For me it is track size in SMS. As long you use track size as physical
paramter of the disk you are device dependent. When you think about it
as just some chunk of disk space (maybe even FBA) then you are independent.
BTW: When we compare MVS to other systems in this context it is good to
know what "they" understand as device dependency. IMHO no need for
recompilation is not independency.
