Not really.

If one wanted to, one could stop the machine and do a standalone dump. That
provides all storage in a way where it can be examined at leisure.

You can try to make it hard, but it won't block someone who wants to do it.

On the other hand, mainframe shops usually do license and they tend to have
deep pockets if caught.
