I think that Shai is from a PC background. Where there are a lot of people who simply use software without the bother of purchasing it (i.e. thieves). The z/OS arena is different. There aren't any individuals with a z10 in their bedroom running z/OS (let's ignore the hercules/390 people playing with MVS, OK?). It is an entirely different demographic. And Shai is still thinking in PC terms. How many companies actually steal software, deliberately? Now, in the Windows world, sometimes a company will exceed its license (I.e. run "n+" versions with only "n" licenses). But I think that is mainly poor book keeping on their part. Now, I was at a company years ago (out of business) which tended to put off paying maintenance fees. That's where the "execution license keys" came in. No pay, no play in that case. And the higher ups got upset when I told them that the software has stopped and the company refuses to give us a new key until they got (and cashed) a check.
