Of course the delay is due to a programmer error with the JCL. That
IEFBR14 Step should have been replaced with a step to issue the
needed HDELETEs followed by another step to execute IDCAMS to delete
the datasets if they were not migrated. Unless you need authority to
issue the HDELETEs, that would solve the problem of the implicit
unneeded HRECALLs.
