I totally disagree. While there are strong people within the organnisation, there are weaknesses. I remember going to an ISC presentation, in 1982, and the team tried to show us how well they handled problem tickets, and how quickly they were resolved. So, I gave them a ticket number, and it showed the standard: "we called them after 5PM", and they didn't respond. I responded! They didn't. It hasn't improved.
