Ok.  So my "Migrate on Delete" needs to optionally be "Migrate and 
Shred on Delete".    

I still think this recovery idea would be a good thing to have built 
into HSM (or some such) and a very bad thing to have as a stand-
alone utility.  

And if the is a "Migrate on Delete" there absolutely needs to be a
"Delete (and Shred) without Migrate" for those cases where for
legal or contractual reasons the data must be deleted without any 
chance of recovery.
