Unauthorized programs can use EXCP to read or write within an allocated data 
set that the job, job submitter, step, etc., all are allowed to access through 
the system's access control mechanisms.  An authorized program, moreover, can 
use EXCP to read or write anything on any track on any online or offline volume 
on the system.
