Our software guru confirmed my hunch. Seems that this was set up eons ago and since there are 3380's on the floor it WON'T be changed. Hence, in the future I will need to add 15% more space when allocating a USERCAT in this partition. Thanks to you all for your valuable advice and input.

Yes. This is an artifact left over from the early days of 3390's and SMS. I have never been a proponent of it, but a lot of shops did it.
