It means that HSM will select the partial tapes first and after a few cycles 
you won't have any partial tapes. You will however have a lot of partially used 
tapes which are marked full leading to either a scratch tape shortage or cpu 
cycles to run Recycle.

Why not just turn on Duplex?

Subject: DFHSM MARKFULL any easier way to do it.

        I just read DFHSM Admin Guide and section  "Converting Partial
Tapes to Full Tapes" and I am more confused than ever.
        I know that DELVOL MXXXXX MIGRATION(MARKFULL)   will mark a volume
full.  But that requires reading an HSM listing and creating commands to
mark them all full.  I have tried SETSYS PARTIALTAPE(MIGRATION(MARKFULL))
but that does NOT immediately mark a tape full. (there is a cryptic
message that it marks them full after a "FEW" cycles.... whatever that
might mean).   And the tapes must be marked full for TAPECOPY to select
those tapes.  So, is creating a REXX to read the list and do DELVOL ...
MARKFULL the way to get all of the ML2 tapes into FULL status so that I
can make my copies with TAPECOPY? or is there a better way?
