One would think from reading the manual quoted that it would work that way.  
However, when I tested this, I found that generic TAPECOPY ML2 makes 
copies of all of the ML2 volumes which ARE already MARKFULL, and do not 
have a valid alternate copy.  And then at the end of that it marks full the 
ones 
which are NOT full, but does NOT copy them.  Instead you have to do a 
second TAPECOPY to get them.  Which is why I am here asking if anyone 
knows a good way, or already has a REXX to generate DELVOL MARKFULL 
commands for tapes which are not full.
