OK.  So there's nothing inherant to these change control systems that inhibits 
anyone from implementing an "authorized program".  It's simply the review 
process.  Got it.  

We do, of course, have a change control system.  For applications stuff, in any 
case.  Systems can do whatever they want.  :-)
