Hardware incompatibility. LTO drive cannot be used by mainframe. Note: I mean FICON (ESCON) attachment! LTO drives can be attached using FCP, but this quite different story. FCP means variety of fiber channel compatible devices, but it's unavailable to z/OS (and VSE, and TPF). However you can use "mainframe drives" to FC. Both IBM Jaguar and STK/Sun/Oracle T10000 drives can be used by Windows etc. BUT NOT CONCURRENTLY. Drives cannot be shared. After that we can talk about interpretation of data recorded on the tape. This story is simple: NO WAY.
