Mark,

You could try
HSEND RECYCLE EXECUTE VOLUME(ML1078) FORCE

if that doesn't work

HSEND DELVOL ML1078 MIGRATION(PURGE
provided you are sure there's no valid data on the tape.

Thank You,

Subject: HSM tape

I'm trying to figure out why I have tapes that have no valid data, but
still show full.

ML1060 3590-1 ML2 0098302500 0000000000 000 * EMPTY* NO *NONE*
*NONE* 001 *** *NONE* LIB001 TPSG
ML1078 3590-1 ML2 0003932100 0000000000 000 * FULL *NO
*NONE* *NONE* 001 *** *NONE* LIB001 TPSG

If I run RECYCLE ML2 EXECUTE PERCENTVALID(0) it will show
ARC0830I RECYCLE COMMAND PROCESSING STARTING
ARC1007I COMMAND REQUEST 00000578 SENT TO DFSMSHSM
***

ARC0831I RECYCLE COMMAND PROCESSING ENDING
***

But I run another TTOC and the volume that was FULL still shows FULL.
Is there another way to force HSM to mark this volume as empty?
