So after using suggestions of a LIST DNS to verify the tape is in fact
empty I did a
DELVOL ML1078 MIGRATION(PURGE)   &
ADDVOL ML1078 UNIT(3590-1) MIGRATION(ML2)

and now the tape shows as empty.
