What products do you currently have to do the analysis.  Some products might
be

Do you have HSM managing your environment or are you NON SMS?

SAS+MXG or SAS+MICS
zOSEM HSM component
ISFM 
Naviquest
CA Vantage
CA Disk or CA Allocate


As well as many others

You need to look at the following areas
1)  How much storage total
2)  How much storage are you adding yearly?
3)  How many datasets?
   a)  What is on primary dasd (L0)
   b)  What is migrated (either dasd ML1 or tape ML2)
4)  What are your policies for retaining the data?
    How long are files allowed to be kept. 
    Do you have SLAs or Regulation requirements for file retention?
   What is your Diaster Recovery Requirements vs Business Continuity
Requirements.


These basic questions will help form your requirements for Dasd cleanup.

When we did a clean up we found that the application groups were using
invalid retention on their files so they would not go away.  Or never get
migrated.

You need to work with your organizational groups to provide a clear policy
on retention and then enforce them
