The EMC z/OS Migrator had ALLOWPAGEDATASET and could do Common/LPA (I believe 
it would fail if a page fault or update occurred, but these are fairly static). 
I don't know about TMDF. Tom is likely correct. He does  this a lot more often 
than I do :)
