They tell the ZOS that runs in the LPAR what TimeZone it is to assume
it is in. IOW: All LPARs have their clock set to GMT but the Local
Time offset is different. This is the same thing as you do if you are
in ET or PT. Thus you have one LPAR running a TZ=GMT=5 ZOS and
another running a TZ=GMT-8 ZOS, etc.
