I'm 99% sure these files are coming out of the PFA started task. That's Predictive Failure Analysis. You might want to watch this:

Or, perhaps, the OMVS segment in RACF has too small an ASSIZEMAX. Or, z/OS UNIX is set up with too small a MAXASSIZE in the BPXPRMnn member of PARMLIB. Well, my boss said to "get out of here!".
