That is the very top end cost... there are many cheaper options, including free Express versions of the compiler.
And for startups, Microsoft has the BizSpark program which provides pretty much everything for developing on Windows free for 3 years, for organizations less than 5 years old and with revenue less than one million dollars.
That program was designed to counter exactly this problem - startups developing on other platforms because they were cheaper e.g. free.
