You can certainly use ISPF 3.4 "to release unused extents". This, however, is the equivalent of compressing (sic) a PDSE iff and only if its members are stowed originally and replaced in LIFO sequence.
I can think of situations---certain recursive processes are obvious candidates---in which this might be the case, but they are highly unusual. Much more often than not every PDSE extent will contain a current member or members. We are usually dealing here with a heap rather than a stack.
