As others have asked, what is "the usual"? Sometimes an STC ends almost immediately after the START because of some error that is entirely local to the STC, such as a bad parameter. z/OS does not seem to mind at all. >From z/OS's point of view, an STC that generates an error message and then quits is entirely acceptable.
