Yes, some sites may block/deny many things despite of the reason and
user needs.
That's why I started with advocacy for ftp https link changes.
However it seemed to me some people here have problem with lack of ftp
support in a browser, not denying ftp at all. The lack of ftp in browser
can be easily circumvented. It won't help for firewall rules bypass.
Of course we can discuss about whitelisting sites as ibm.com, but this
is really another topic, I would call it corporate stupidity.
Last, but not least: anything like ftp can be used on your own device
connected to Internet. For PTF list it would be quite OK (you can send
it via email as plain text), for binary stuff it would be better to use
some USB stick which in turn are very likely forbidden. However at the
end there is another way - report to management "I can't do ... which is
part of my job. I need the ... . I can cooperate with people responsible
to make this possible". Yeah, I know...
