PMFJI here, but let me repeat what I have said before on this list - not every 
shop permits application programmers to use IPCS.  I had to apply for special 
permission to use it for a complex production error a long time ago, but it is 
not allowed to be accessed by default.

All you sysprogs and ISV developers of course have it because it is defined as 
part of your job, but not every "plain user" management seems to agree that it 
should be universally available even to programmers.

Actually, we use //SYSMDUMP DD SYSOUT=D

Class "D" here is specifically for dumps and we make it spin-off so if it needs 
to be removed it can be without disturbing the rest of the job.
