That was my experience.
But I think the writing of an EOF mark only applies to SMS managed data. I
cannot find any SMS options to specify controls.

There used to be an SMS option to write an EOF. I don't know whether z/OS
1.11 changed it to no longer be optional, but even if it is still an option
I can't imagine why an installation wouldn't turn it on.

Prior to DFSMS a new PS DASD data set always had the original contents until
you opened it.

Does the result depend on whether there is an EOF marker in the file?
Traditionally, such EOF markers were not written to new files. I know that
ISPF 3.2 does do this today, but I suspect that common (step) allocation
does not.
