When that script starts under TSO, neither SH nor SYSCALL
command environment is availablwe.  SYSCALLS(ON) makes
the SYSCALL environment available.  There is no well-documented
way to make the SH environment available.  SYSCALLS(OFF)
does not restore the environment prior to SYSCALLS(ON).
Experts counsel against SYSCALLS(OFF).
