Consider a script running under TSO. The SH environment is available, but you 
can't issue any Unix commands until you call syscalls.

OK, I can believe that, though I sure don't understand it. I would have
thought that if the subcommand environment was available, that was what you
wanted to know; clearly there's more to it.
