VB, HFS, inline load modules are delivered in an undocumented
format created by the GIMDTS utility.  SMP/E supplies the GIMDTS
utility to end users (mostly of use to ISVs), but does not supply
the un-GIMDTS utility.  And GIMDTS fails if RECFM=FB,LRECL=80
and no record contains "++" in columns 1-2.  So you can use
GIMDTS to encapsulate SMP/E MCS but not JCL.
