Yes and no.

Doubtless at the storage box level that space is not wasted. The box will
surely take advantage of what it knows about unused 3390 track space to
gain efficiencies in space and time for backups, copies, compression, and
so on.

But z/OS knows nothing about any of that, and the space is still unusable
at the architected 3390 level. So your allocation will fill up when the
3390 space, however virtual it may be in reality, is full.
