As a thought exercise...
Is it possible to make zOS, storage controllers, etc. just lie to the 
requesting application.

App or JCL DD: Give me space for 'x' records, with a blocksize of 'y', exactly!
storage: Ok (but not really, I'll do what's best for myself!)

I know it already lies/emulates to some extent (about 3390, track, cylinder, 
etc.).. 
is it not possible (and desirable) to do away with specifying things in terms 
of tracks & cylinders?

There are products that change allocation real-time, in-line... can this be 
done at the storage controller level, while allowing some simplification in zOS?
