Not if your options prohibit it. You can always REJECT it yourself.
Certainly not if you're talking about the MCS rather than the staus in
a target zone.

Yes.

You might be able to make a business case for an option to
automatically exclude from RECEIVE anything that is accepted in *all*
target zones.

If your concern is for a PTF that has not yet been applied, I can
think of no case in which a would want a superceding PTF to
automatically reject it on receive.
