Hi Colin,

I'm assuming they/you mean the userID that runs the (ftp like) daemon process, 
not users that are sending/receiving datasets.  I have a note that I wrote to 
myself 6 years ago that said that the userID that runs IBM's FTPD daemon 
requires UID(0).  I don't know if that's still the case (or if it ever was) but 
if my old notes are correct, it's not completely out of the question that they 
may need superuser power for the daemon.  For an FTP client, absolutely not.

that the userid that runs their product needs id(0) to be able to run.
This feels like giving too much authority to the userid.  Is there a better way 
of defining the userid and its access to resources to be able to eliminate the
